ual harrasment/emotional abuSe from a bikie-trouble maker se issues?

Help!! My friend is in real trouble and I don't know how to advise her so need help. She moved to a duplex one year ago. The guy next door is a filthy pervert. He makes lewd ual comments to her everyday when she says innocent things in conversation eg that will fill my mouth to which the filthy bugger says I will fill your mouth with something. He tells her he will give her food for ual favors. She's tried not talking to him and he comes around and bothers her(problem is the duplex living-he lives on the other side of the house decided in half). She can't move as it's public housing and she can't afford other rental. He also emotionally abused het telling her she's fat, lazy, won't amount to anything. He tries to control her and tell her how to live her life how to dress and what to do with her money and how to clean her house. She tried telling public housing people and they said it could take two years to transfer houses. This guy is becoming worse-flashing private parts, putting on o when she is asked to come over. Your advice is greatly appreciated as I really want to help her. Thanks for your time
