What shrubs or bushes absorb a lot of water?

Not gonna happen. They can't take water up faster than it rains. You be better off planting something on the side of the hill to slow down the run of the water. Tall gres I would think.

How can i make my neck shorter? or at least look? and What kind of Hairstyle will look better on me?

I think u shoule wear things that are lower than your neck, when u wear things on your neck that just brings more attention to it. Try wearing like vintage tees, or things that complement your chest. Also maybe u should get your hair in a longer style.

Is it okay to run a HEPA cleaner without the carbon filter installed?

The activated carbon gives off a noticeable smell and since I don't smoke or have any chemical exposures (I'm using the cleaner mainly for the HEPA/particulate filtration), is it okay for me to run it without the activated carbon filter? The cleaner already has a separate prefilter and HEPA filter, but are there any concerns to using the air cleaner in a mode whereby the fan/blower is exposed to LESS incoming air resistance than it was designed for? Any way of damaging the motor or equipment by doing this?
