How hard is it to get a vehicle from the U.K. licensed in the U.S.?

I am bringing a car from England to the U.S. and have been told by a few people that getting it to p safety & emissions, smog tests, licensing, is extremely difficult. Is this true? and if so, is there any way to speed up the process?
