My fingernail is sore and bumpy.?

For about two weeks now my pinkie fingernail has been bumpy, and the skin on the tip of the finger will itch and blister, and the skin gets dry, and now underneath the fingernail is really painful and the cuticle is swollen and red around it. I dont recall hurting my nail at all. So I don't know what to do about it, its driving me nuts.
