What are you talking about? Both of them aren't even that dark, at least Penelope isn't, and Gypsies are just as much as Spaniards as other ethnic Spaniards (uming they identify as Spaniards, many don't, but both Penelope and Antonio do). Spain is a mixed country, and trust me, Penelope is not atypical. She also tans well because of her skintone and wears makeup.
